{"id":38205,"date":"2026-03-20T09:00:00","date_gmt":"2026-03-19T22:00:00","guid":{"rendered":"https:\/\/www.internationalaffairs.org.au\/?post_type=australianoutlook&#038;p=38205"},"modified":"2026-03-19T16:06:22","modified_gmt":"2026-03-19T05:06:22","slug":"20-march-2026-the-week-in-australian-foreign-affairs","status":"publish","type":"australianoutlook","link":"https:\/\/www.internationalaffairs.org.au\/australianoutlook\/20-march-2026-the-week-in-australian-foreign-affairs\/","title":{"rendered":"20 March 2026: The Week in Australian Foreign Affairs"},"content":{"rendered":"\n<p><strong>This week in Australian foreign affairs:\u00a0The Department of\u00a0Defence\u00a0confirms\u00a0Iranian\u00a0strikes\u00a0have struck the Al\u00a0Minhad\u00a0Air Base in the United Arab Emirates<\/strong>, <strong>Prime Minister Anthony Albanese will welcome the President of the European Commission, Ursula von der Leyen, to Australia<\/strong>, <strong>Australia and New Zealand aim to further integrate their defence forces, and more<\/strong>. <\/p>\n\n\n\n<p><br><strong>On 16 March, the Department of\u00a0Defence\u00a0announced that The Royal Australian Air Force (RAAF) has deployed a P-8A Poseidon\u00a0aircraft\u00a0and 50 aviators to Andersen Air Force Base in Guam for Exercise Sea Dragon 2026.<\/strong>\u00a0Held throughout March, Exercise Sea Dragon 26 is United States Navy-led, multinational, Anti-Submarine Warfare (ASW) training activity involving the Indian Navy, Japan Maritime Self-Defense\u00a0Force\u00a0and the Royal New Zealand Air Force. According to the\u00a0<a href=\"https:\/\/www.defence.gov.au\/news-events\/releases\/2026-03-16\/exercise-sea-dragon-26-commences-guam\" target=\"_blank\" rel=\"noreferrer noopener\">Department<\/a>, participants will be challenged on speed,\u00a0accuracy\u00a0and coordinated mission execution. These exercises\u00a0strengthen ASW\u00a0proficiency\u00a0and enhance\u00a0interoperability among partner forces.\u00a0The Department\u00a0affirmed\u00a0\u201cThe RAAF fleet of 13 P-8A Poseidon multi-mission maritime aircraft plays an important role in Australia\u2019s long-range strike, intelligence, surveillance and reconnaissance capability, and forms an essential component of\u00a0Defence\u2019s\u00a0ability to operate across the Indo-Pacific.\u201d\u00a0\u00a0<\/p>\n\n\n\n<p><strong>On 17 March&nbsp;Acting Prime Minister and Minister for&nbsp;Defence&nbsp;Richard Marles MP and Foreign Minister Penny Wong hosted New Zealand Foreign Minister Winston Peters MP and&nbsp;Defence&nbsp;Minister Judith Collins KC MP&nbsp;the&nbsp;our&nbsp;annual Australia-New Zealand Foreign and&nbsp;Defence&nbsp;Ministerial Consultations (ANZMIN 2+2) in Canberra.<\/strong>&nbsp;In addition to the 2+2 meeting, the Australia-New Zealand&nbsp;DefenceMinisters\u2019 Meeting and Foreign Ministers\u2019 Consultations&nbsp;were&nbsp;also held in Canberra.&nbsp;During the meetings, the Ministers discussed the Bondi Terrorist Attack&nbsp;as well as&nbsp;the evolving situation in the Middle East.&nbsp;Perhaps most&nbsp;notable was&nbsp;the Minister\u2019s welcoming of the &#8220;<a href=\"https:\/\/www.minister.defence.gov.au\/statements\/2026-03-17\/operationalising-australia-new-zealand-alliance-anzac-2035-closer-defence-relations-statement\" target=\"_blank\" rel=\"noreferrer noopener\">Anzac 2035:&nbsp;Operationalising&nbsp;the Alliance&#8221;<\/a>&nbsp;Joint Statement.&nbsp;&nbsp;<\/p>\n\n\n\n<p>In this Joint Statement, Australia and New Zealand committed to \u201coperationalising&nbsp;our Alliance with a vision of being able to&nbsp;operate&nbsp;seamlessly as an increasingly integrated, combat capable Anzac force by 2035, while&nbsp;remaining&nbsp;respectful of our status as two sovereign countries. In the face of a sharply deteriorating security environment, we must be ready to meet the security threats we face today and in the future.\u201d&nbsp;<\/p>\n\n\n\n<p><a href=\"https:\/\/www.minister.defence.gov.au\/statements\/2026-03-17\/operationalising-australia-new-zealand-alliance-anzac-2035-closer-defence-relations-statement\" target=\"_blank\" rel=\"noreferrer noopener\">The ANZAC 2035: Operationalising the Alliance Joint Statement<\/a>\u00a0lines out six \u201clines if\u00a0effort\u201d in which Australia and New Zealand will seek to\u00a0futher\u00a0integrate their\u00a0defence\u00a0forces in ways such as\u00a0deepening force posture cooperation, common procurement and more.\u00a0\u00a0<br><br>A\u00a0<a href=\"https:\/\/www.foreignminister.gov.au\/minister\/penny-wong\/media-release\/joint-statement-australia-new-zealand-foreign-and-defence-ministerial-consultations-22\" target=\"_blank\" rel=\"noreferrer noopener\">joint media release<\/a>\u00a0announcing the meetings\u00a0said:\u00a0\u201cMinisters\u00a0recognised\u00a0that the trans-Tasman relationship is more important than ever given the fundamental shifts in the global geostrategic environment and the risks posed to our shared national interests. They reaffirmed Australia and New Zealand were fundamentally aligned and rising to the challenge of permanent strategic contest through closer cooperation and major strategic investments by both countries to strengthen the fabric of peace in our region.\u201d\u00a0<\/p>\n\n\n\n<p><strong>On 18 March, The Department of&nbsp;Defence&nbsp;confirmed that&nbsp;Iranian&nbsp;strikes&nbsp;had&nbsp;struck the Al&nbsp;Minhad&nbsp;Air Base in the United Arab Emirates.&nbsp;<\/strong>Al&nbsp;Minhad&nbsp;Air Base hosts more than a hundred Australian military personnel however the Department&nbsp;<a href=\"https:\/\/www.defence.gov.au\/news-events\/releases\/2026-03-18\/statement-strikes-al-minhad-air-base\" target=\"_blank\" rel=\"noreferrer noopener\">confirmed<\/a>&nbsp;that \u201cNo ADF personnel were injured in the incident, and all ADF personnel deployed to the Middle East are safe and accounted for.\u201d&nbsp;The strikes are said to have only caused \u201cminor damage to an accommodation block and medical facility in the Australian section of the base\u201d.&nbsp;&nbsp;<\/p>\n\n\n\n<p><strong>On March 18<\/strong><strong><sup>th<\/sup><\/strong><strong>&nbsp;it was announced that Prime Minister Anthony Albanese will welcome the President of the European Commission, Ursula von der Leyen, to Australia from Monday, 23 March to Wednesday 25 March 2026.<\/strong>&nbsp;The visit marks&nbsp;President von der Leyen\u2019s first visit to Australia as President of the European Commission. The visit also marks&nbsp;the 7<sup>th<\/sup>&nbsp;meeting&nbsp;between&nbsp;President&nbsp;von der Leyen and&nbsp;Prime Minister&nbsp;Albanese.&nbsp;During her&nbsp;time in&nbsp;Australia,&nbsp;President&nbsp;von der Leyen will be accompanied by EU Commissioner for Trade and Economic Security Maro\u0161 \u0160ef\u010dovi\u010d.&nbsp;&nbsp;<\/p>\n\n\n\n<p>This visit is one of many\u00a0recent visits\u00a0by European leaders to Australia,\u00a0as the two regions strive to strengthen relations in an increasingly volatile world.\u00a0The Office of the\u00a0Prime\u00a0Minister released a <a href=\"https:\/\/www.pm.gov.au\/media\/visit-australia-president-european-commission\">statement<\/a> which said\u00a0Australia and the European Union \u201ccooperate on a broad range of international issues, including maintaining the multilateral rules-based trading system, security and\u00a0defence,\u00a0climate change, critical minerals and meaningful social media reform for the protection of young people.\u201d\u00a0<\/p>\n\n\n\n<p><strong>On March\u00a019<sup>th<\/sup>\u00a0Prime Minister Anthony\u00a0Albanese\u00a0held a press conference in Hobart\u00a0to address the issue of fuel security and the conflict unfolding in the Middle East.\u00a0<\/strong>During the press conference, the Prime Minister <a href=\"https:\/\/www.pm.gov.au\/media\/press-conference-hobart\" target=\"_blank\" rel=\"noreferrer noopener\">affirmed<\/a>\u00a0\u201cmy\u00a0Government\u00a0has been working to protect Australians from the effects of the Middle East war.\u00a0We&#8217;ve already taken a number of significant and indeed unprecedented actions.\u00a0This morning, I\u00a0convened\u00a0the National Cabinet to address fuel security and supply chain preparedness in Australia in response to the conflict in the Middle East.\u201d\u00a0\u00a0<\/p>\n\n\n\n<p>Continuing, the Prime Minister&nbsp;gave context to the ongoing issues: \u201cToday, National Cabinet acknowledged that the longer the conflict in the Middle East goes, the more significant the impact will be for global supply chains, fuel&nbsp;prices&nbsp;and the wider economy. And&nbsp;it&#8217;s&nbsp;also understood by Australians that this is a global issue that we are dealing with. The conflict is an unprecedented shock to global energy markets. The International Energy Agency has called it the biggest in history. Already, Australians are feeling the consequences of this. And&nbsp;I&#8217;m&nbsp;deeply concerned by attacks on civilian and energy infrastructure, including the latest overnight in Qatar. We condemn Iran&#8217;s ongoing and reckless reprisal attacks in countries across the region who are not parties to this conflict. We do not want to see the conflict escalate further.\u201d&nbsp;&nbsp;<\/p>\n\n\n\n<p>The Prime Minister concluded his press conference by&nbsp;stating&nbsp;that Iran\u2019s ability to build a&nbsp;nuclear&nbsp;weapon had been damaged by recent military actions.&nbsp;&nbsp;<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p><em><a href=\"https:\/\/www.internationalaffairs.org.au\/aiia-authors\/alexandra-desailly\/\">Alexandra Desailly <\/a>is an Australian Outlook Intern at the Australian Institute of International Affairs National Office.
